we've got patchy fog, it's more widespread, it's in some inland valley locations, it's along the coast, patchy and dense in some areas. i'll talk about when i expect it will burn away and talk about the warmup expected for your afternoon coming up. traffic on highway 4 is looking good. you see the fog seeping in and out, not thick but it's there. we're looking at highway 87, there's been a crash reported, they are looking for it. somewhere in vicinity much 87 and 280, this is 87, and you can see there's nothing going on here. but nearby there could be an injury crash, we'll try and find it by the next traffic update. 6:02. let's go back to the desk. happening now in rome, the conclave to name a new pope scheduled to begin in just a couple hours. in vatican city the cardinals are preparing for a final prayer in the paulene chapel. this morning they held mass and

a 2-year-old with masking tape, say police, because she wouldn't take a nap. we have the surprising way the incident came to light and what the school is saying. alex? >> reporter: administrators are expected to talk more later on this morning and we expect pleasanton police will discuss details later this morning. it was a troubling complaint filed against the woman who was a teacher here at centerpoint preschool because the girl would not take a nap, and she took a photo of the girl. the didn't came to light when the teacher showed the picture to staff members at a social gathering, one happened to be the mother of the child in the photo. the allegation reported on march 5, it's unclear exactly when the incident took place, but in light of the

investigation centerpointe will suspend preschool classes for five days starting friday so staff can undergo training. we also understand the school will be holding a meeting for parents later on tonight to have all their questions answered as well. in addition, administrators have responded to this, they are trying to be open, and pro- active in their response. they have said they are appalled and shocked by what may have taken place here and we're told church leaders are on their way right now here to the school to offer a statement about the accusations. we expect that will happen in the next half hour, we bring that to you on the morning news. we're live at pleasanton, ktvu channel 2 news. a house fire in novato led to the discovery of a marijuana grow operation. firefighters used a chainsaw to cut through the walls on marion avenue to put the fire out. it started at 11:30 last night.

no one was living in the house. it was just being used to grow marijuana. the cause is still being investigated. in vallejo a 15-year-old boy was shot trying to help his sister escape from gunfire. it happened around 8:00 on alabama street. a group of men started shooting at a person who was standing near the boy and his sister. one of the stray bullets hit the boy in the leg as he was trying to rush his sister inside of their apartment. the boy was taken to the hospital, he's recovering. so far no arrests have been made. in san jose a proposal to house san jose's homeless and keep them from forming camps will go to the city council today. ktvu is live in downtown san jose this morning where many homeless people are still living on the streets. >> reporter: that's right. we're here behind the hp pavilion where we've found somebody who is homeless here sleeping on a park bench. the homeless have scattered

after they break up the encampments, you'll find some in city parks, others in the creek beds. this is a video of a cleanup of an encampment near the san jose airport last friday. it cost the city around $30,000. one of the ideas being floated by the city council today is to ask the county to match the city's financial contribution towards rapid rehousing for the homeless. the council wants to partner with caltrans and the water district to continue to do cleanup, a director from the housing department told me the homeless may tire from moving around and this may deter them from setting up camp and leave them to seek help. this takes a tough love approach and would implement a new trespassing policy against anyone in the city's parks and creeks. it's unclear if they would be cited for fined, but back out

here live you're looking at the guadelupe river, one of the creek beds where the homeless are living. the city recognized there's a direct link between the availability of affordable housing and homelessness, at 6:45 we'll tell you about a new creative way the city wants to raise funding for homelessness. reporting live from san jose, ktvu channel 2 news. san francisco is finalizing rules for dog walkers and plans to enforce them july 1. anyone walking more than four dogs will need a permit, $240 a year. the walkers will also have to carry $1 million insurance and no one will be allowed to walk more than 8 dogs at a time and leashes will not be allowed to be longer than 8 feet. let's check in with sal. you're keeping an eye on san jose. >> they are doing well in san jose. we're looking at some of these commutes. 87, we heard about an injury crash on 87 near 280.

i'm dave clark. >> i'm maureen naylor. pam cook has the morning off. we're learning more about disturbing allegations concerning a pleasanton preschool teacher. >> a complaint was brought against centerpoint preschool against a woman awho used to be a teacher accused of tieing up a 2-year-old girl, a criminal investigation has been launched, i want to take you over here because some of the church leaders from centerpointe church are gathering. >> a former teacher who left our employment earlier this year volunteered during nap time on an unknown date in the past, she told the child that if the child did not take a nap, the teacher was going to tape up her hands and feet. the child refused the nap, and the teacher taped up the child's ankles and wrists. it was further reported to us

that this teacher indicated she took a photo and showed that photo to those in attendance. the parent reported the incident to the pleasantton police department, and investigators have interviewed our staff. we're cooperating fully with the investigation. and the legal outcome is unknown at this time. upon receipt and confirmation of this information, we notified community care licensing, which issued a class a violation on thursday. we have been notifying parents as required by the licensing agency. we've taken the following actions. we've sent a detailed letter to preschool parents. we've prepared the media statement i'm issuing now. we've scheduled a parents-only meeting for this evening. and we have ordered the temporary suspension of operations here at centerpointe preschool starting friday and

continuing monday and tuesday. we'll use that five-day period to retrain the staff and carefully analyze where we are with the program so we can return to the quality of care that we've been known for. this has operated since 2008 without incident. i'd like to introduce pastor mike barris. >> this preschool is part of our ministry of our church to love and care for people of all ages, and it is absolutely deplorable to us that any person, including the children under our care, would in any way do something so terrible as this incident. children are made in the image of god and deserve to be fully respected, and this is a dehumanizing incident that we're greatly grieved over. we're seeking to minister to the family, to the families of our preschool, who are tremendously upset as any parent would be, and to our

trespassing policy against anyone living in parks and creeks and partnering with the water district and caltrans to help them from reoccurring. they are looking at using dated parking meters to help fund a program to help the homeless rather than giving it to people who are begging. >> i think it's better because at least you know it's going to something that's helpful and like i was saying before, sometimes it's okay to give something in their hand but you don't know what they are using it for. if it's going to a homeless shelter then i think that's better. >> reporter: this multi-pronged strategy is described as a tough love approach enforcing a no trespassing policy, the city is hiring a security firm to patrol the encampment near the san jose airport to make sure no one sets up tents again. this morning we drove by, the

land was all clear, nobody had moved back. we've reached out to a san jose city councilman, and we plan on hearing from him and more at 7:30. reporting live from san jose, channel 2 news. five u.s. troops have been killed in southern afghanistan, in a helicopter crash. it happened last night near kandahar city, and nato officials say there was no enemy activity in that area. the crash is under investigation. early are in -- earlier in the day two other u.s. troops were shot and killed in yesterday, making yesterday the deadliest day this year. in colorado the man in the shooting spree in the theater is expect the to plead not guilty today by reason of insanity. if he does enter the plea a judge has ruled holmes can be medicated during a polygraph
